Universiti Teknologi MARA (UiTM) is Malaysia's largest institution of higher learning in terms of size and population since its inception in 1956.The university offers various levels of courses from foundation to doctorate degree with 508 programmes. Currently, UiTM has 27 faculties across campuses. The vision of the university is to be a premier university of outstanding scholarship and academic excellence to produce globally competitive graduates of sound ethical standing. Universiti Teknologi Malaysia (UTM) is one of the five elite, public research universities in Malaysia, focusing on science, technology, engineering, and innovation (STEI). Universiti Kuala Lumpur (UniKL) is a leading university in engineering technology established on 20 August 2002. Wholly owned by Majlis Amanah Rakyat (MARA), the university is given the mandate to upgrade the status of technical education in Malaysia by the government. As the nation expects more from a technical higher learning institution, UniKL mould its graduate with strong technological knowledge and astute entrepreneurial skills who would later fulfil the current demand of the industries.

University of Heng Samrin Thbongkhmum (UHST); established in the sub-decree No 24 OrNorkro, Borkor, dated on 05th February 2016; and officially inaugurated on 11th February 2016 under the collaboration between the Royal Government of Cambodia and the Ministry of Education, Youth and Sport. The vision of UHST is to become a leading Educational Training Center in Science and Development in Cambodia. In this sense, UHST provides public with education, research, and community development and social services with the main focus on Science, Technology, Engineering and Mathematics (STEM). UHST offers Vocational Training-TVET, Associate’s and bachelor's degree Programs, which comprise of three faculties and three institutes with 17 programs, overall. UHST is under the advice of the Ministry of Education, Youth and Sports (MoEYS). UHST plays a role as a center for human resources training and scientific and technical research in accordance with the policy of the Ministry of Education, Youth and Sports.

UHST is obliged to provide trainings for Associate Degree and bachelor's degree. UHST prepare training curriculums in accordance with the National Qualification Framework of Cambodia to be submitted to the Minister of Education, Youth and Sports for examination and decision. NUBB is a young public university in Cambodia, established in 2007, and aims to provide opportunities to students living in rural areas, especially in the north-western part of Cambodia, to have access to higher education services in order to develop their individual careers as well as to that of local communities while also reducing knowledge gaps between the rural and urban. NUBB is set a goal is to educate the leaders of tomorrow in a wide range of fields through a balance of theory and practice. NUBB works closely with local community, government and non-governmental organizations, companies, and consortium universities in the region and the world.

It has five faculties, two institutes and one graduate school include: Faculty of Business Administration and Tourism, Faculty of Agriculture and Food Processing, Faculty of Sociology and Community Development, Faculty of Arts, Humanities, and Education, Institute of Foreign Languages, Confucius Institute and Graduate School. NUBB has over 2500 local students who are currently studying in its graduate and post-graduate programs. The vision of NUBB is to be the International Research Institution by 2025. Located in Banteay Meanchey, a rural province of Cambodia, National Mean Chey University was founded in 2007 to rehabilitate and develop the human resources in the ex-bloody battle field region in the northwest of the country. Aligning with Cambodia’s rectangular strategy, we have been working to provide equitable access to higher education, providing students with knowledge and skills responsive to labour market and the advancement of fourth industrial revolution. The Ministry of Education Youth and Sport (MoEYS)’s vision is to establish and develop human resources of the very high quality and ethics in order to develop a knowledge-based society within Cambodia. In order to achieve the above vision, MoEYS has the mission of leading, managing and developing the Education, Youth and Sport sector in Cambodia in responding to the socio-economic and cultural development needs of its people and the reality of regionalization and globalization.

MoEYS recognizes the importance of making the whole of the sector work together in order to respond to the social and economic demands. The sector will develop its quality assurance framework based on learning and service delivery standards that respond to the needs of children, communities and the labor market. In order to fulfill these aims, three main policies being prioritized: 1) Ensuring equitable access for all to education services; 2) Enhancing the quality and relevance of learning; and 3) Ensuring effective leadership and management of education staff at all levels.

At the central or national level, MoEYS is divided into 6 divisions: Directorate General of Education, Directorate General of Administration and Finance, Directorate General of Higher Education, Directorate General of Youth, Directorate General of Sport, and Inspectorate General. At the sub-national level, the Ministry has 25 Minicipal/provincial offices. Directorate General of Higher Education is the division responsible for implementing this project along side with other parter institutions.

The Directorate General of Higher Education (DGHE), was established to develop policy and strategy of higher education sub-sector in conjunction with the government policy of human resource development. It is the higher education-related body responsible for capacity building, licensing, facilitating, and monitoring the management and coordination of Higher Education Institutions. In the academic year of 2017-2018, DGHE is working closely with 125 HEIs that are accommodating around 210,000 students.

The Rectangular Strategy Phase IV of the Royal Government of Cambodia has prioritized “Capacity Building and Human Resource Development” as one of the key rectangles to spur economic growths so that the nation can achieve the status of high middle-income country by 2030. (Cambodia Vision 2030).. The country’s National Socio-Economic Development Plan (2014-2018) and Industry Development Policy (2015-2025) specifically call for creating a knowledge-based society and competitive economy through knowledge and innovation.

As for Higher Education development policy, the Ministry of Education Youth and Sport has formulated Cambodia Vision 2030: to build a quality higher education system that develops human resources with excellent knowledge, skills and moral values in order to work, learn, and live within the era of globalization and knowledge based society. Higher Education roadmap also aims to develop an accessible higher education system that is diverse, internationally- recognized, and conducive to teaching, learning, and research, by enabling higher education institutions to: 1) generate and equip students with scientific and social concepts and principles, and 2) instill in students the capacity to meet society’s needs and participate in the changing labor market and society. Syiah Kuala University is the oldest and the most prominent University in Aceh Province Indonesia with 24.994 students and 1487 staffs (2017). As a higher education institution, the University provides various study programs from undergraduate to doctoral programs. Furthermore, most of the programs are taught in Indonesian Language. However, the university also offers international undergraduate programs taught in English. The programs are International Law, Accounting, and mathematics and science Education. In addition, the University also plays a very important role in conducting high quality researches and delivering community services.

Syiah Kuala University has been strengthening its partnerships to other institutions around the world. For instance, in 2006 Syiah Kuala University sent 20 students to continue their master degree at Goettingen University, Germany under Triangle Partnership Program (GAUG, IPB and Unsyiah). The university has sent 13 junior lecturers to do internships at Oberlin College, USA. For over the same time period, Syiah Kuala University has received 8 Fellows from the College. For student exchange programs, Syiah Kuala university every year sends students to Fukui University, Japan. Furthermore, in the last two year, Syiah Kuala University has sent six students to study for one year at National Jeju University, South Korea, and Syiah Kuala University has received 50 students from South Korea country for cultural visit programs. In 2008, Syiah Kuala University involved in the program of Higher Education Partnership (HEP) under Goettingen University coordination. Unsyiah has been partner for Experts program since 2013 coordinated by Goettingen University, Germany. In this program, there are mobility students and staff exchange Asian to Europe and Europe to Asian. Beside Experts program, Syiah Kuala University also involved several project with Erasmus Mundus program such as INDOPED, SPIRE and S-FARM.

Since 2010 until now, Syiah Kuala University has developed collaboration partnership with several Japan University, such as Kobe University, Toyohashi University of Technology, Kyoto University and Chubu University. We have been involved in Academic Exchange, Exchange of faculty and staff members, Exchange of scientific materials, publication, and information, Joint conferences, and research activities. Under collaboration in joint research and publication, Syiah Kuala Univesity with Chubu University and Kobe University staff have been published the international publication in international journal. Recently during 2016, Syiah Kuala University and Australian University also have been conducted some exchange scientific material and information, establish join supervision arrangements of Acehnese students to University of South Australia, University of Adelaide, through its Faculty of Arts and Southern Cross University. Universitas Sumatera Utara is a Legal Entity State University located in the city of Medan, Sumatera Utara, Indonesia. USU is one of the biggest (student body of 52,000 students) and oldest universities in the island of Sumatera. History of USU started with the establishment of Medical Faculty in August 20, 1952. In November 20, 1957, USU was inaugurated by The First President of the Republic of Indonesia, Ir. Soekarno, and became the seventh state university in Indonesia. In 2003, USU changed its status from Public University (PTN) into Legal Entity State-Owned University (BHMN). This change of status placed USU in the fifth universities with greater flexibility to organize its academic and research activities. University of Sumatera Utara is appointed as the Legal Entity State University (PTN BH) based on Law Number 12 Year 2012 on Higher Education Article 97 letter c dated August 10, 2012. Hellenic Open University (HOU) is the only Greek State University that offers formal and non-formal lifelong education, in both undergraduate and postgraduate levels, to more than 40.000 students who are dispersed all over the country (www.eap.gr). Its training methodology combines distance learning with principles of adult education, relies heavily on digital material and virtual meetings and used online training platforms and tools. About 80% of its students are working professionals who seek further education in order to improve or change their career, thus HOU has established a permanent connection with the market, professional networks and professional development agencies. HOU is member of EADTU, EUA, Eurashe and the Greek Digital Skills and Jobs coalition. It applies the ISO 9001:2008, ISO 27001:2013 and ELOT 1429:2008 quality standards.

HOU will participate in this proposal through the DAISSy (Dynamic Ambient Intelligent Sociotechnical Systems) research group of the School of Science and Technology. DAISSy (http://daissy.eap.gr, http://gr.linkedin.com/in/daissyresearchgroup) realizes society-centred educational and technological, research, supports communities of practice, develops online learning platforms, MOOCs and 3D environments, enables the development of digital and citizenship skills, promotes inclusion and multiculturalism, and adopts standards (e-CF, DigComp, ECTS, ECVET, EQAVET etc.). Since its establishment, DAISSy has participated in more than 35 national and European projects, in various frameworks (i.e. FP5, FP6, FP7, Lifelong Learning, Erasmus+, etc.), amassing a total funding of more than 2,5 MEuro. Today the group employs more than 20 persons, including University professors, PhD and MSc holders, researchers in computer science, artificial intelligence and social sciences, experienced ICT engineers, programmers and administrative personnel.

“La Sapienza” University of Rome is Rome’s first university and among the oldest in Europe, founded in 1303. BK-con offers a deep knowledge and expertise in the design and delivery of Q.A. Tools and Mechanisms starting from project implementation to delivery of education, including:

  • EQAVET and cooperation with various National Accreditation Institutes throughout Europe
  • Delivery of certifications and quality assurance measures, according to the EU standards
  • Support of HEIs and VET providers to apply for the accreditation of their infrastructure and their training curricula, covering EQF levels 3-7
  • Development of “Master Q.A. Methodologies” through Q.A. Boards ensuring high quality of project implementation, creating high value project impact.

 

Additionally, BK-con has rich experience in Programme and Project Evaluation with a track record in Ex-Ante and on-going Evaluations of National, Sectoral and Regional Operational Programmes for various EU member States, while also working with the EU Commission within the context of Evaluation Framework Contracts. 

  • Design and implementation of various project evaluations in terms of Project Management at a Transnational, National or Regional and Local level.
  • Identifying areas for improvement and offering solutions for on-time and cost-effective mitigation / correcting measures that would ensure Programme/Project success.
